There are a couple of things to try to resolve your issue:

  1. Do you have any pending updates that are requiring your computer to restart?  If so, a yellow triangle should be visible somewhere in the lower right area of the gray bar at the bottom of your screen.
  2. Even if you don’t see the yellow triangle, you can verify this by typing “Search for updates” in the search box in the lower left corner of your screen.
  3. If there are pending updates, apply them and restart your device.
  4. Restart Outlook
If this doesn’t resolve your issue, perform the following steps:
  1. Make sure all instances of Outlook are closed
  2. Locate the .OST file (in Windows10 browse to this folder C:\Users\<your username>\AppData\Local\Microsoft\Outlook)
NOTE: if you don’t see the AppData folder once you click on the folder with your username, click “View” in the top menu bar and make sure the box “Hidden items” is checked
  3. Once you locate the .OST file, right click on it and rename it to BACKUP
  4. Restart outlook  (NOTE: it will take Outlook longer than normal to open the first time as it rebuilds the new .OST file)
